Latest WHQL for RTX 30 series notebook chips is 511.23, which is also what I'm on. Update your Nvidia GPUs driver to latest version if not already up to date. Under 3D settings, choose Manage 3D settings and under Preferred graphics processor, be sure it is set to High performance Nvidia processor and not auto-detect or integrated. In the Nvidia Control Panel (search it from within Windows or open from the System Tray or by right-clicking any empty area on your desktop and choosing it from the menu). In Power Options (Control Panel -> Hardware and Sound -> Power Options), set it to High Performance (will drain battery faster, but will allow the CPU to run at its full potential) I will make some suggestions below and hope it helps get you sorted. I primarily play Destiny 2 on my desktop PC that I am still running Windows 10 on, but I did install Windows 11 on my laptop (that is lower spec than yours) for testing purposes and have no issues with Destiny 2 at all on it.
